NCEMSF is a 501(c)(3) organization devoted to promoting and growing collegiate EMS in the United States and other countries. Founded in 1993, the organization now has over 200 institutional members, and its annual conference routinely draws more than 1000 attendees. Continuing to provide that mission is only possible through the hard work and dedication of the all-volunteer staff.
NCEMSF staff members are all former collegiate EMTs who now dedicate their time to continuing NCEMSF's commitment to growing the field of collegiate EMS. This typically involves spending several hours per week responding to questions, producing or updating materials, reviewing submitted documents, and planning for future activities. Business within the organization is conducted virtually, typically via email, conference call, or webinar. Business with outside entities (collegiate EMS organizations, other nonprofits, sponsors, etc.) can be conducted virtually or in-person, depending on the needs of the relationship and the location of the NCEMSF staff member relative to the person or group they are meeting with.
Our staff come from a variety of backgrounds. Some were founding members of their collegiate EMS groups, while others were not. While some are physicians or medical students and others are in other healthcare fields, many hail from fields not related to healthcare, including emergency management, business, airport operations, and environmental protection. We have also had numerous staff who have gone from collegiate EMS into full-time and reserve careers with the US Military. That said, we do prefer that all staff maintain awareness of the current state of EMS in their state, as that is beneficial to our staff's ability to provide guidance to member organizations.
When selecting new staff members, NCEMSF specifically looks for individuals with the following qualifications:
- While in college, was a member of that school's collegiate EMS organization. Preference will be given to candidates with any of the following additional qualifications:
- Squad leadership role (Chief, President, etc.)
- Other role with programmatic responsibility in the organization (training coordinator, PAD site coordinator, etc.)
- Specific experience or educational background relevant to their role with NCEMSF
- Self-motivated and able to handle assignments without direct supervision.
- Outgoing or otherwise interested in maintaining interpersonal and organizational relationships, including a willingness to have phone conversations or in-person meetings.
- Has sufficient time outside of work/school/family to respond to emails and voicemail messages promptly (within 72 hours).
- Must be able to attend the organization's annual conference, including setup and take-down times. The conference is typically held on the last weekend in February, with setup occurring the Wednesday or Thursday before the Conference and take-down lasting through Sunday evening. NCEMSF staff are provided with a hotel room (shared with another staff member) and some meals, but are responsible for their own transportation.
- Must maintain a paid Personal membership with NCEMSF (can be a Lifetime member).

The Striving for Excellence program has been retired. The program has been replaced with our new NCEMSF MERIT Recognition Program, which contains new requirements that better reflect the current state of high-achieving EMS organizations. The information below is retained for archival purposes.
The National Collegiate Emergency Medical Services Foundation "Striving for Excellence in Campus EMS" recognition program is a self-evaluation program for campus EMS organizations. Eligible organizations include institutional members of NCEMSF. These are EMS organizations that are affiliated with an institution of higher education. This recognition program is oriented to operational EMS organizations that provide basic life support and/or advanced life support services such as quick response, ambulance transport, or special events medical services.
The evaluation is a self-appraisal of campus based EMS organizations assessing quality factors in EMS operations including the delivery of care, training and continuing education of employees and volunteers, and service to the community. The intent of this program is to recognize quality campus EMS organizations and hold them out as examples to other campus EMS organizations that are newly starting or are still developing their programs. Information from this program may be shared by NCEMSF with other campus EMS organizations in consulting, seminars, and written material for the purpose of helping organizations improve the quality of EMS.
Campus EMS organizations completing and submitting this self-appraisal packet with recommendations for recognition will be acknowledged by NCEMSF and recognized for a three year period with a "Striving for Excellence" award.

The National Collegiate Emergency Medical Services Foundation EMS Ready Campus program is designed to recognize excellence in emergency management and disaster preparedness of collegiate EMS organizations. Additionally, the program provides a framework for the enhancement of emergency management education, overall campus preparedness, and response capabilities for the applicant organization. Organizations will have the opportunity to receive recognition through a combination of self-evaluation, dynamic interaction with NCEMSF staff, and by completing a group of prescribed tasks.

About the Program
EMS Ready Campus consists of three tiers of achievement: Bronze, Silver, and Gold. Each Tier builds upon previous work to allow the applicant to progress towards stronger emergency management operations.
This program is not a certification or an endorsement of any specific policy or procedure, but rather recognition for organizations that have embraced the challenges of EMS operations outside of traditional patient-care activities. Participants who meet the program requirements will receive an award plaque, acknowledgment at the NCEMSF Annual Conference, and on the NCEMSF website.
Recognition is valid for three academic years, but may be upgraded to a higher tier at any time upon completion of the requirements. An upgraded recognition begins a new three-year period for which the award is valid. The higher tiers require that all the tasks of the preceding tier are also completed or renewed.
A final elective component, which can be added to either the Bronze, Silver, or Gold recognition, is the Laurels in EMS Emergency Preparedness Research distinction. Completion of an optional research initiative in collaboration with NCEMSF earns this title.

Generic Resources
- FEMA's NIMS Training webpage lists online and in-classroom classes related to the Incident Command System and National Incident Management System. Various classes from this list are required for all three Tiers.
- A free online Hazardous Materials Awareness course is available from TEEX (required for the Silver Tier). TEEX is a member of FEMA's National Domestic Preparedness Consortium.
- FEMA's Independent Study Program provides free online emergency management classes, including those required for the Silver Tier.
- FEMA's Professional Development Series is a group of free, web-based classes that are required for the Gold Tier.
- FirstResponderTraining.gov lists classes from state training offices, FEMA, and FEMA's partners related to emergency management, fire, and EMS. These include classes from the National Domestic Preparedness Consortium, a group of colleges and universities that produce emergency management and emergency response classes in specific topic areas. Please note while these classes may be available for free (either at your institution or off-site), the course application or request process normally involves your regional or state emergency management agency. Contact your EMA for details.
- Organizations looking for information to support public outreach events should utilize the FEMA Ready program. There are specific resources for higher education campuses and emergency responders.
- The Ohio State Board of Emergency Medical, Fire, and Transportation Services offers a free online Rescue Task Force Awareness Course. To register:
- On the link above, look for the button/link to log into Ohio's Public Safety Training Campus (PSTC).
- Click the button to create a new account. Note that this system may send your password to your email in plain text, so please do not use a password here that you use for anything else!
- Select the option for Public Safety Professional.
- On the account registration page, there are two tabs that must be filled out. The first tab is basic account information. On the second tab, enter all requested data. Providers from outside of Ohio should use the following:
- Affiliation with ODPS: Other
- Register under which ODPS Division: EMS
- Complete all other applicable fields with their appropriate values.
- After submission, open the menu and select Course Catalog.
- Search for WBT923 and enroll in the online course.
- Providers not from Ohio should scroll to the bottom of the page for a training link that can be used without registration. Ohio providers should follow the directions at the top to meet state requirements for this course.
- FEMA's Emergency Management Institute provides a catalog of fillable PDF ICS forms to be used in constructing Incident Action Plans.
- Templates for Continuity of Operations (COOP) Planning are available from the FEMA website. This resource list also includes other planning tools, including self-assessment guides and explanatory material.
- You can combine multiple documents into a single PDF file by using Adobe Acrobat Pro or Adobe Acrobat Pro DC (note that this is different from the free Reader versions). This software will also let you remove pages from documents or re-order pages. Your school's IT department should be able to tell you which computer labs have this software installed; you may also wish to check with your campus library or any sort of digital media center if one exists.

About the Program
The National Collegiate Emergency Medical Services Foundation (NCEMSF), American Heart Association, and the Citizens CPR Foundation encourage and promote community awareness of the potential for saving the lives of sudden cardiac arrest victims through the use of cardiopulmonary resuscitation and increased public access to defibrillation. In order to increase this awareness, NCEMSF has developed an initiative to designate college and university communities as HEARTSafe Campuses.
HeartSafe Campuses, like HEARTSafe Communities, promote and support:
- Rapid Response by CPR and AED Trained First Responders
- Rapid Public Access to Defibrillation
- Early Access to Advanced Care
- Participation in Cardiac Arrest Training and Quality Improvement Initiatives
- Public CPR and AED Training for the Community
- Engagement in Preventative Cardiovascular Healthcare Activities
The intent of this program is to recognize quality campus-based EMS organizations and their communities and hold them out as examples to other campuses as a means to improve overall cardiac arrest care. Information from this program may be shared by NCEMSF with other campus EMS organizations in consulting, seminars, research, and written material for the purpose of helping organizations improve the quality of EMS and overall cardiac care on campuses. Campus EMS organizations completing and submitting this self-assessment and verification packet on behalf of their campuses and fulfilling all required criteria herein will be acknowledged by NCEMSF at our annual conference and recognized for a four-year period with a HEARTSafe Campus award.
HEARTSafe Campuses must recertify every four years by updating and resubmitting their original application. If your agency is submitting a renewal, please try to update your original application.
Our organization has, in the past, declined to evaluate campuses that do not have a collegiate EMS agency, as we affirm that one of the cornerstones of providing rapid, high-quality care should be a vibrant campus-based emergency medical response organization. Moving forward, we will consider the designation for colleges and universities that do not have a campus-based EMS organization but nonetheless are able to meet all of the required criteria within this packet. However, in keeping with our mission of supporting student leadership, we require that this self-assessment and packet be sponsored and led by a student group on campus. While we do not expect you to apply for institutional membership in NCEMSF, we will require the submission of an application fee when applying for this award.

CPR Save Awards
The National Collegiate EMS Foundation will be once again recognizing cardiac arrest CPR/AED rescues made on campuses at the annual NCEMSF Conference. The recognition items are a uniform commendation pin and certificate which will be presented during the Conference.
All nominations must be submitted online and must be received by the Friday three weeks prior to the start of the Conference (same deadline as HEARTSafe Campus applications).
